they need to apply for PAP - protected area permit and it must be a group of minimum 2 foreigner's . Duration of this permit is 7 days. it is better to get that permit obtained by local registered travel agents.

Chandratal will be open till Oct 10. After that it depends on climate. So plan accordingly

Manali to chandratal camp will take 6-8 hours. Road condition is too bad. Try to start early in the morning. And do take some food with you.

October ending is too late for the trip. Roads will most probably be closed. To reach Leh during that period would be only by flight.

In Leh only Airtel n bsnl. Rest all places bsnl only but very limited. You need to search for signals. No other networks work
